Margaret Cline

Margaret Cline is a Senior Associate with Strategic Initiatives, Inc. She is a key player in the firm’s change management practice. She is recognized as a leading practitioner in leveraging technology to enhance performance and reduce costs. While she served as CIO at Eastern Michigan University, Ms. Cline:

  • Planned and managed a $28 million project to replace all legacy administrative systems and implement a web-based, single sign-on enterprise portal; provided e-mail, calendaring, web services, online payment services, knowledge management and online course management access for a 25,000-student university with an annual budget of $200 million; completed the project on time and under budget; documented $2.5M in annual savings.
  • Restructured separate information technology (IT) units into a single, unified, effective division.

  • Created and managed a technology organization providing enterprise-wide support for networking and technology use in research, teaching, and administration.

  • Collaborated with Drs. Norris and Kirkpatrick in developing measures for technology-driven performance enhancement, including a framework for calculating “Value on Investment,” which assessed the value deriving from productivity gains, cost reductions, and innovations resulting from investment in and leveraging of information technology.

Ms. Cline has held academic and administrative computing positions at Eastern Michigan University, Western Kentucky University, and the University of Arkansas at Little Rock. She holds an MA in Communications from Western Kentucky University and a BBA in Management from the University of Arkansas at Little Rock.
