Marcia W. Bromberg

Marcia W. Bromberg is a Senior Associate with Strategic Initiatives, Inc. Ms. Bromberg has over twenty-five years of experience in higher education and not-for-profit administration and finance. She has first-hand knowledge of all aspects of non-academic university administration including financial management, facilities management and construction, information systems support, enrollment management, public relations, development, and human resources and performance management.

Ms. Bromberg has served as Vice President for Finance at a variety of public and private institutions: Wesleyan University, the Nellie Mae Foundation, the University of Wisconsin System, and Tulane University. Her responsibilities have included capital and operating budgets, financial and strategic planning, investment and debt management, human resources management, physical plant and construction with the following accomplishments:

  • Successfully planning, securing funding, and overseeing construction of university and medical center projects totaling over $500 million (Wesleyan and Tulane);

  • Developing financial reporting and cost allocation systems that are transparent and accurately assign overhead costs to revenue-producing units (Wesleyan, Nellie Mae Foundation, Tulane);

  • Initiating a “common-system” approach to managing information technology for the University of Wisconsin System; also examined common functions and discovered ways to maximize overlaps, common business practices, and cross-campus efficiencies;
  • Successfully negotiating advantageous indirect cost rates for Tulane University and Tulane Medical Center;

  • Helping to develop and refine investment policies, including socially responsible investment guidelines, and overseeing management (over time) of over $2 billion of endowment assets (Wesleyan, Nellie Mae Foundation, University of Wisconsin System, Tulane);
  • Initiating and overseeing review of personnel policies including development of classification and compensation systems, establishment of goal-oriented evaluation systems and related performance management practices; and review and revision of employee benefit programs (Wesleyan, Nellie Mae Foundation, Tulane);
  • Creating budgeting and financial forecasting systems (Nellie Mae Foundation and Tulane); and

  • Working with Connecticut Independent Colleges to explore functional areas of common practice, based on the model of the Boston Consortium, focused on shared services in benefits, property and liability insurance, and legal services.

Ms. Bromberg has also served as a Director of Liberty Bank, a $2.3 billion mutual bank headquartered in Middletown, CT. Ms. Bromberg’s community interests include community development and public education. She has served as a board member and chair of the investment committee for the Middlesex County Community Foundation in Connecticut and as chairperson of the New Orleans Metropolitan Area Committee’s Education Fund Board.
Ms. Bromberg’s educational attainments include an MBA with Concentration in Finance from the University of Connecticut and a BA in Mathematics from Emory University.
